specific, indicating who, what, when and where for each situation. You
should consider including pictures of the violation to support your concerns,
if applicable. All information is kept confidential.

OBEYING SPEED
LIMITS AND STOP SIGNS:
The safety of our
residents, children and guests are of primary concern please abide by the
posted speed signs and stop signs. Watch for bikers, walkers and children
playing on the roadway or running out into the street. Keeping your speed
down will ensure everyone’s safety.
There are a number of drivers, residents, visitors and vendors alike intentionally break the law by not coming to full stop, or even slowing down at stop signs. The Florida statute regulating stop signs states, "every driver of a vehicle approaching a stop intersection indicated by a stop sign shall stop at a clearly marked stop line, but if none, before entering the crosswalk."
Nowhere does it state that slowing down at a stop sign is sufficient. Not coming to a full stop is illegal. This practice endangers pedestrians and other drivers I have seen many "brake checks" as people drive into the intersection after rolling through a stop sign and seeing a police car sitting nearby.
All vehicles shall maintain a speed of 20 mph max while on community roads. Southern Dunes has signed a contract with the Haines City Police where they will patroling our private roads and issuing tickets to those who are found speeding as well as not stoping at STOP signs.
PARKING
Parking on the street
on Southern Dunes Blvd., Hemingway Blvd or on the areas marked with yellow
lines is prohibited. Cars are subject to being towed at the owner’s expense.
All motor vehicles must be parked in your garage or driveway.
Parking on grass is
also prohibited. Our streets are narrow, so be conscious of where you park on
the street. Allow sufficient room for emergency vehicles and delivery
trucks to maneuver. Do not park across from a driveway or across from an
already parked car as the gap may not be sufficient for larger vehicles to get
through or for owners to safely exit their driveways. Do not block the
mailboxes as your mail will not be delivered. Trailers, boats, RV's
or other recreational vehicles should never be left unattended on the
street. No commercial vehicles,
outside of routine service shall not display signage in driveways or public
areas. All vehicles with signage after 6pm must be covered or stored
within the enclosed garage.

VEHICLE REGISTRATION All Vehicles entering the Southern Dunes Master Association community will require to check in at the front gate. You will be asked property address and additional information. Passes must be visible at all times (either hanging on the rear view mirror or front dashboard)
Residents (owners & tenants) must register their vehicles with the HOA office, please make arrangements to come to the office during office hours. Sticker permits must be placed on the front windshield, drivers side, lower left hand corner and visible at all times. Stickers are not interchangeable; if you have sold your vehicle to another resident of the community please remove your sticker and have the new owner register with the office. Remember the sticker permit is registered to your name, address and vehicle. Rental vehicles will not be provided with a sticker permit.
Owners will need to provide proof of ownership and current car registration. Owner sticker permits will only be provided to the actual property owner as issued on the deed.
Tenants must show evidence of current lease as well as must be named on the lease, the current vehicle registration is also required. Vehicles will not be registered to tenants with expired leases and/or vehicle registration.
GOLF CARTS - ALL golf carts must also be registered with the HOA office. A permit will be issued to drive on the Southern Dunes roads. You will need proof of insurance, VIN number with year and make of the golf cart. ANYONE WHO DRIVES ON OUR ROADS MUST HAVE A VALID DRIVER'S LICENSE.
GOLF CART ORDINANCE: The City of Haines City Commission has approved an ordnance allowing golf carts to be driven on certain city streets. The Commission also approved a resolution designating specific streets. Southern Dunes Boulevard east of U.S. 27 is one of the approved streets.Golf carts cannot be driven across U.S. 27 or on sidewalks.
There is no cost for registration or stickers. Sticker permits and passes may be revoked at any time.

Garage doors should
remain closed when not in use. Theft, vandalism and the occasional stray
wildlife looking for a place to hide out & get cool are unavoidable.
Keeping garage doors closed eliminates access to the property through the
garage.

Moving Vans / Recreational Vehicles / Boats and etc.
- Please notify the guards / HOA office when a unit will be arriving.
- Park units on the driveway whenever possible. Do not block driveways, streets, intersections or mailboxes.
- Moving vans are not allowed to stay on property overnight; must be out of community no later than 7pm.
- Moving units are not permitted in the community on Sundays.
- Moving pods need to be authorized by the HOA please submit a form; we will need to know the date it will arrive there is a 3 day maximum. Pod must fit entirely on the driveway. No sidewalk or road overhang. No street parking is permitted.
- No commercial or semitrailers/ trucks are permitted at any time.
- RV’s / Boats and etc are permitted up to 4 hours onsite to be loaded or unloaded. No overnight parking is permitted.
- No maintenance work, cleaning or washing of boats, RV's, Jet Skis and etc is permitted.
- Storage of RV’s / Boats and etc. must be stored in enclosed garage if it fits otherwise it must be removed from the community.
- Owner is responsible for all damages to the roadways, sidewalks and all liabilities arising such as injuries and etc.

Re: VEHICLE SIGNAGE BEGINNING SEPTEMBER 22, 2017, ALL MANAGEMENT COMPANIES, CONTRACTORS, SUBCONTRACTORS INCLUDING POOL AND CLEANING COMPANIES MUST HAVE SIGNAGE ON THEIR VEHICLES IDENTIFYING THEIR COMPANY. SIGNS MUST BE PLACED ON BOTH DRIVER AND PASSENGER VEHICLE DOORS. MAGNETIC SIGNS MAY BE USED. THOSE WORKERS WHO RESIDE WITHIN THE COMMUNITY MUST REMOVE THEIR SIGNS BY 6PMAND/OR STORE THEIR VEHICLES WITHIN THEIR ENCLOSED GARAGE.

Did You Know?- The three most common violations are: Weeds, Exterior Property Sanitation and Motor Vehicles
- A permit is required for but now limited to: Structural Repairs, Re-roofing, Most Plumbing & Electrical, A swimming pool that can hold 24 inches of water or more, Any business located within the City Limits requires a City and a Polk County Tax Receipt
- A setback is a required amount of distance between the property line and where items may be located, (e.g. sheds, RV’s, boats, etc.). Setbacks vary according to the particular zoning and location of the property.
- Common Code Violations
- High Weeds & Grass: Tall weeds and grass over 12 inches in height is a violation and considered a public nuisance
- Structure Maintenance: The following items shall be maintained in weather-tight, rodent proof, sound condition and in good repair: Wood, Siding, Shingles, Roof covering, Railings, Walls, Ceilings, Porches, Doors, Windows, Screens, Interior walls, Ceilings, Floors, Hardware
- Exterior Property Sanitation: As a property owner it is your responsibility to maintain the exterior of your property in a clean, safe and sanitary condition. Items that may not be kept or stored on the exterior of the property include but are not limited to: Trash, Junk & Debris, Tires, Building Materials, Indoor Furniture, Household Appliances, Auto parts
- Fences: Fences must be maintained in the same condition as when originally erected. When replacing a fence or installing a new one, a permit must be obtained
- Unlawful Animals: It is unlawful to keep the following animals within City limits: Chickens, Ducks, Guineas, Quail, Pigeons, Partridges, Pheasants, Pigs, Goats, Sheep, Horses, Cows, Cattle, and Any tamed or captive wild animal or reptile
- Inoperable Vehicles: It is unlawful to keep an inoperable or unlicensed vehicle(s) parked or stored on any premises. Any vehicle in a state of: Major disassembly, Major disrepair or being stripped or dismantled. Painting of vehicles is prohibited (unless conducted inside an approved spray booth).

SOUTHERN DUNES HAS ADOPTED THE SAME NOISE ORDINANCE AS THE CITY OF HAINES CITY. SEE BELOW - Sec. 13-35. - Operating of radios or other mechanical sound-making devices or instruments in vehicles; exemptions; penalties.
(a) It shall be unlawful and shall constitute a nuisance for any person operating or occupying a motor vehicle on a street, highway or on other public or private property, to operate or amplify the sound produced by a radio, tape player, compact disc player or other mechanical sound-making device or instrument from within the motor vehicle so that the sound is: (1) Plainly audible at a distance of one hundred (100) feet or more from the motor vehicle; or (2) Louder than necessary for the convenient hearing by persons inside the vehicle in residential areas or areas adjoining churches, schools or hospitals. (b) The provisions of this section shall not apply to any law enforcement motor vehicle equipped with any communication device necessary in the performance of law enforcement duties or to any emergency vehicle equipped with any communication device necessary in the performance of any emergency procedures. (c) The provisions of this section do not apply to motor vehicles used for business or political purposes which in the normal course of conducting such business uses sound-making devices. The provisions of this subsection shall not be deemed to prevent the city, with respect to the streets and highways within its boundaries and within the reasonable exercise of the police power, from regulating the time and manner in which such business may be operated. (d) The provisions of this section do not apply to the noise made by a horn or other warning device permitted by Section 316.271, Florida Statutes. (e) The following penalties apply to a violation of this section: (1) A person who violates this section shall be subject to prosecution in the name of the state in the same manner as misdemeanors are prosecuted; and, upon conviction, such person shall be punished by a fine as specified in subsection (2) below or by imprisonment in the county jail as specified in subsection (3) below or by both fine and imprisonment. (2) Fines. a. The fine for a first violation shall be one hundred dollars ($100.00). b. The fine for the second violation shall be one hundred fifty dollars ($150.00). c. The fine for a third violation shall be two hundred dollars ($200.00). d. The fine for each subsequent violation shall be five hundred dollars ($500.00). (3) Imprisonment. a. The imprisonment for a second violation shall not exceed ten (10) days. b. The imprisonment for a third violation shall not exceed thirty (30) days. c. FIREWORKS ARE NOT
PERMITTED
WITHIN SOUTHERN DUNES
MASTER HOA AT ANY TIME.
Most fireworks are
illegal for consumer use in Florida, even if they’re available for purchase.
That can make stocking up for celebrations confusing for residents, tourists
and guests alike.
What
kinds of fireworks can I use legally?
The
short answer is not many. Fireworks generally approved for use by
consumers include sparklers; small fireworks that emit colored smoke
only; and “glow worms,” which burn in bright colors without exploding.
So everything else is off limits?
If
it explodes flies or lifts off, the law prohibits you from lighting it. That
includes the popular Roman candles. Florida Statute 791 is explicit about
these fireworks. Consumer purchase and use of these materials is unsafe, a
threat and, most importantly, illegal in this state.
If most fireworks are illegal, why
are they so widely available?
A
loophole in the law allows consumers to buy them if they say they’re intending
to use the fireworks for lawful purposes, including certain uses in
agriculture and mining. In stores, this can be as simple as filling out a form.
How can I tell which fireworks are
legal?
Just
ask. Sellers know the difference, and in many stores, consumer-approved items
are clearly marked. Sparklers, party poppers and snappers are not banned
under the law and can be used with care.
What’s the penalty for setting off
illegal fireworks?
Florida
law classifies it as a first-degree misdemeanor, which means those convicted
could face up to a year in prison, a $1,000 fine and court costs.
Fireworks can be
dangerous if not handled correctly they can cause damages to our community and
homes if they land on combustible material like dry grass, leaves or a house.
They can also lead to injuries and death.
