Estate Sales 

BEREAVEMENT POLICY

ESTATE SALES are for OWNERS or NEXT OF KIN who wish to hold a 1- day sale with a maximum of 4 hours, of items inside the home of the deceased which must be coordinated with the Board of Directors and the Guard House. Please submit the below Estate Sale Request Form 10 days prior to the event. Once approved you must provide a copy of the approved form to the guard house. 


One sign is permitted at the guard house as well as on the property during the time of the event. Any literature to be handed out by the guards will be the responsibility of the person holding the Estate sale. Forms are available at the Documents Library.

This policy was adopted at the August 1, 2014 Board of Directors Meeting.

The City of Haines City Commission has approved an ordnance allowing golf carts to be driven on certain city streets.  The Commission also approved a resolution designating specific streets.

Southern Dunes Boulevard east of U.S. 27 is one of the approved streets.Golf carts cannot be driven across U.S. 27 or on sidewalks

Dear Homeowners,


As we approach the end of the year, we would like to provide you with some important updates and reminders regarding your HOA dues, community maintenance, and other housekeeping items.


Quarterly HOA Dues: We are pleased to inform you that the quarterly HOA dues for 2025 will remain the same. Coupon booklets are expected to arrive by the end of December or early January. Payments must be made by the 30th of each month to avoid any extra fees.

You can make your payments online through the Caliber portal, or by mailing your payment directly to the bank address provided below. Please note, payments are not accepted in the HOA office or over the phone. If you need assistance setting up your Caliber portal account or require your account number, please contact us at:



Community Cleanup & Storm Debris: As we enter the final quarter of the year, we encourage homeowners to take the time to clean up any remaining debris from recent storms. We did request assistance from Polk County however they have not come out to the community, and we do not know the status of when they will be coming in. However, the garbage company (Republic Services) will pick up storm debris if it is neatly stacked and properly bagged on Fridays during regular trash pickup.


Please be mindful that holiday schedules may delay garbage pickup by one day, so ensure your bins are placed out for removal accordingly. Property owner of vacation rentals, please remind your property managers to take out the trash bins on a weekly basis to avoid overflowing bins and foul odors.


Parking Reminders: During the busy holiday season, please be mindful of your parking spaces. Do not block mailboxes or sidewalks, or park on the grass. Additionally, parking is not permitted on Southern Dunes Blvd or Hemingway Ave. If parking on the driveway apron/ramp, please do not block sidewalk access. Do not park under the stop signs, as this can impede visibility for both drivers and pedestrians.


As always, please adhere to posted stop signs and observe the speed limits for the safety of all our residents and guests. Always give pedestrians and golf carts the right of way.


Property Maintenance: Start the new year with a fresh look for your property! We encourage homeowners to:


  • Power wash homes, driveways, and entranceways as needed.
  • Remove items from the front and sides of your home and maintain your landscaped areas by mowing lawns, weeding, and trimming dead or dry palm fronds and branches.
  • Remove dead branches from trees to prevent damage or injury.

Additionally, please remember that all mailboxes must conform to the association-approved design. We’ve included the details of the approved mailbox and the contact information for the company. Once your mailbox is ordered, please notify the HOA office so we can update our records and avoid sending out notices. Holiday Office Hours: Please be advised that the HOA office will be closed for the holidays beginning December 23. I will be back in the office on January 6. Dear Residents 

We are currently getting the community up and running! Please be patient and help us help you. While cleaning up please remember to keep your debris on the edge of your driveways or property - NOT on the street gutters or drains. We were lucky and did not experience flooding and it is important to keep it that way. Leaving debris on the street gutters, curbs and drains will lead to clogged drain lines. There is a chance of rain this weekend. Remove all bags, branches and other debris from the street, bag leaves for an easier pick up from Haines City. 

Republic Services will be picking up garbage Saturday Oct 12, 2024. Please take out your bins and all trash to be picked up the earliest today Friday at 6pm and pull back your bins no later than Sunday. 

The gates should be back up and running when electricity is fully back at the gate. Until then the gate will be down to one lane - thank you in advance for your patience and understanding. 

Although we try our best to keep solicitors out, they always seem to get in; If they approach you, please let us know soliciting is not permitted and contact security at 888-296-2923. If possible, get the company information so we can contact them as well. Remember commercial signs are not permitted - please remove them from your property. 

The HOA is open however as you can understand I will be in and out of the office. Please leave a message or email me if I am not in the office. I will call or email back in order of urgency and when your message is received.

Who is Responsible when a Neighbor’s Tree Falls Down on Your Property?
Under Florida tree law, the health of the tree determines who is responsible when that tree causes damage to a neighboring property. Gallo, 512 So. 2d at 216. As long as the tree was healthy at the time, a landowner is not liable for damage caused if the tree falls down onto a neighboring property.

It may seem unfair but, in this instance, the neighboring property owner would be responsible for any damages caused by a healthy tree that fell down on his or her property. However, if a dead tree falls on a neighboring property resulting in damage, the person who owns the property where the tree was originally located is responsible for damages caused to a neighboring landowner.

For example, if a healthy tree on your neighbor’s property damages your roof after being blown down by a hurricane, you are liable for the damages. However, if weeks before the hurricane you notified your neighbor that a dead tree on his or her property posed a hazard, and the neighbor did nothing before the hurricane blows it onto your roof, your neighbor is likely liable for the damage.

As part of our ongoing efforts to maintain a safe environment within our community, we want to remind everyone about the importance of adhering to speed limits. Speeding poses significant risks to the safety of pedestrians, and fellow residents. Excessive speed not only increases the likelihood of accidents but also makes it more difficult for drivers to react to unexpected situations.

 

To ensure the safety of all community members, we kindly request that everyone observes the following:


Respect Speed Limits: Please always adhere to the posted speed limits within our community. These limits are in place to protect everyone's safety.


Stay Alert and Vigilant: Remain attentive while driving and be mindful of pedestrians, and other vehicles sharing the road.


Lead by Example: Set a positive example for others by driving responsibly and within the speed limits.


Report Reckless Behavior: If you witness any instances of reckless driving or speeding within the community, please report them to the appropriate authorities or community management.

VEHICLE REGISTRATION

 

All residents of the community must register their vehicles with the H.O.A office, please make arrangements to come to the office during office hours or email the necessary documents. There is a maximum of five (5) vehicles permitted to a property at one time. 


Decals must be placed on the driver's side windshield on the lower left-hand corner and visible at all times. 


Decals are not interchangeable; if you have sold your vehicle to another resident of the community, please remove your sticker and have the new owner register with the office. If you have moved to a different address within the community, you must provide the new lease or closing/deed if you have purchased a new home to register your vehicle to the new address. 


Remember the decals are registered to your name, address and vehicle. 


*Rental vehicles and short term (vacation) renters will not be provided with a decal.


Owners will need to provide proof of home ownership (new owners) and current car registration. Owner decals will only be provided to the named deed holder. All other residents will receive a renewable decal. 


Tenants will need to provide the current unexpired lease and current car registration. Decals will not be provided for vehicles with expired registrations or leases. 


GOLF CARTS Please provide proof of insurance (check property insurance or vehicle insurance). You will also need to provide the cart serial number, color, year and make and model of the golf cart. 


ANYONE WHO DRIVES ON OUR ROADS MUST HAVE A VALID DRIVER'S LICENSE.

Be mindful of the parking patterns on the street, please avoid creating obstructions that may difficult transiting of vehicles, garbage trucks, mail distribution and emergency response vehicles from reaching those in need in an emergency. Park with the traffic flow. 

Park your vehicles within your enclosed garage, driveway, or in front of your property, if permitted and whenever possible.

As a courtesy, please park larger vehicles in the garage or on your driveway and not on the street or driveway apron as this limit's visibility for others.

Parking on the grass, or sidewalks is never permitted.

Dog Stations 

There are several dog stations for residents and guest to dispose of doggie bags throughout the community. Please pick up after your pets!

We also ask that our residents and guests not put household garbage in the 
dog stations or garbage cans next to the benches. 

They are not only overflowing but lead to 
bad odors, increased insects and critters. 

Residents in St. Augustine - DO NOT put household garbage 
in bins other than your own, the association bins 
located in the cabana or the dog station by the bench.

Landscaping & Irrigation

Please be advised, landscaping maintenance is only for plants, bushes, shrubs, trees and etc. that is original to the development. If you choose to remove and plant anything to replace or add to your landscaped area around your home, the association will not be responsible for the maintenance, trimming, fertilization or care of these. It will be the homeowner's responsibility.

Remove all items on the lawned areas including but not limited to bikes, hoses, toys BBQ and etc. The landscapers will not be responsible for moving them or mowing around them.

Sprinkler head and other irrigation parts that need to be replaced due to normal wear and tear are included however repeated replacement due to driving over them will incur costs to the homeowner. Also, sprinklers that need to be redirected due to homeowner projects are not the HOA responsibility. Sprinklers that need to be redirected due to other landscaped issues will need to be evaluated.

THE IMPORTANCE OF BAGGING LEAVES


We ask that ALL residents pick up the leaves on their property. Even if you do not have a tree - the wind blows them in your direction. DO NOT blow or sweep them onto the street or into the street gutter or drains! This will cause the drains to block and possibly flood. 


Bagging leaves can seem like an unending chore. Here are some tips to make the task a little bit easier:


  • Mow right over the fallen leaves. While you're mowing your lawn, mow the leaves as well, and bag them together with the cut grass. If you have a mulching mower, the leaves can be turned into next spring's mulch.

  • Knock leaves from hard-to-reach places, like the top of your roof, with a leaf blower. Remember your gutters! 

  • GATHER YOUR LEAVES! Rake your leaves into piles to be bagged. When buying a rake, try to get one with wave-shaped teeth, which prevent leaves and dirt from getting stuck in the rake.

  • BAG THE LEAVES!  Once you've gathered the leaves into piles, it's time to bag them. An efficient way to bag leaves is to put some plastic sheeting on the lawn and rake the piles of leaves onto it. Then use the plastic like a funnel to pour the leaves into bags.

  • You can also use a leaf scoop, which is a lightweight plastic scoop that lets you easily pick up a large batch of leaves in a single swipe. Simply empty the scoop into your lawn or garbage bag.

  • DO NOT place yard debris on top or inside the drains!

  • Place yard debris on the curb NOT ON THE STREET on garbage pick-up day (Friday). They will be picked up if properly bagged.

Residents seen blowing, sweeping or placing leaves and other yard debris or other items into the street or placing them on or into the drains may be subject to further actions by the association and may be subject to including but not limited to legal actions. 

The City of Haines City - Code Enforcement also patrol the community on a daily basis and you may be fined directly by them as well. 

Attention Residents, Landscapers & Tree Removal Companies 

When trimming trees, shrubs and/or removing any plant material. 

DO NOT LEAVE THE DEBRIS ON THE CURB FOR TRASH DAY PICK UP. REMOVE THE DEBRIS THE SAME DAY. 

The trash removal company does not remove all of the debris, and we are left with dead leaves and broken branches that end up in the storm drains. Once in the storm drains the plant material builds up and backs up the water in the streets causing flooding during heavy rain fall. 

Companies that do not remove their debris will not be allowed to work within the community again.

Yard waste is picked up on garbage collection day (Friday): bag leaves and grass clippings and leave on the curb along with your bin.

Limbs must be neatly stacked and placed at the curb and no longer than 5 feet in length. Limbs cannot be commingled with garbage.

If it is a large pile of yard waste that requires a claw truck you will need to arrange pick up with a claw truck by calling the Haines City Public Works Department at 
(863) 421-3777.

Tree Trimming: Why It Is Important


I’m sure I speak on behalf of more than half of the residents when I say “We love our trees!”. They provide cool shade and make our community looks great! What were once small trees have grown to be big trees and require trimming every once in a while. Not only for aesthetics but for safety. The Haines City Public Works and the Haines City Fire Department requests a 14-16 ft clearance from street level. This allows for passing on the roadways of the larger vehicles. Also trimming your trees away from your property helps against damages during strong winds. 


Why trim a tree?

Health

  • Remove dead, damaged and diseased branches to help prevent insect & decay organisms from entering the tree. If dead matter if left untrimmed the decaying material can attract wood boring insects which will weaken the tree and eventually cause it to fall.

  • Thin a dense canopy on a tree to increase air and sunlight, resulting in fewer disease problems.

  • Maintain natural tree form

    Often erratic or vigorous branches grow that change the growth habit of other branches, this results in a misshaped tree. Early removal of these vigorous branches maintains a natural tree form.


  • Correct pruning procedures create & maintain a strong tree structure, preventing safety hazards such as low growing branches and growth forms subject to storm damage near a sidewalk or driveway.

  • Trimming back dead branches or useless “shooters” lessens the potential fire danger should your tree or any structures nearby catch fire.

  • Falling debris, leaves, branches and etc on the ground. This is a safety concern for pedestrians and vehicles. Rake and collect leaves, branches and debris; place in bags for garbage pickup. Leaving debris on the ground may end up in the community gutters which may clog the drains and cause flooding.

  • During hurricane season trees should be trimmed to allow the flow of wind through them limiting them to fall over.

  • Overgrown tree branches can block the streetlights limiting adequate lighting.
 
  • Pruning can stimulate growth in sparse areas of the tree. Pruning can also restrict growth where too much growth is undesirable.
 
  • Branches and roots frequently extend across property lines. The adjoining landowner may at his or her own expense trim back the branches or roots up to the property line; if the tree is healthy. Tree Removal 

If you are considering removing your tree, remember to apply to the Design Review Committee first. You will need to provide a survey indicating where the tree is located. Once your request has been approved you may proceed in removing your tree. You will need to grind down the stump and possibly re-sod the area if needed. Your tree trimmer will need to haul away the tree and branches. And don’t forget to clean up any debris or leaves left of the street.

Current watering guidelines


The Haines City Commission recently approved new watering guidelines for city residents.  The new guidelines allow homeowners and businesses to water their lawns once per week. 


WATERING GUIDELINES 


Lawn Watering Days and Times

Lawn watering is limited to once per week

Lawn watering times:
  •  12:01 am to 6:00 am or 6:00 pm to 11:59 pm
  • Greater than two acres - 12:01 am to 8:00 am or 6.00 pm to 11:50 pm

Lawn watering days:
  1. Monday:   Addresses ending in 0 or 1.
  2. Tuesday: Addresses ending in 2 or 3.
  3. Wednesday: Addresses ending in 4 or 5.
  4. Thursday: Addresses ending in 6 or 7.
  5. Friday: Addresses ending in 8 or 9 or no addresses.
  1. Customers shall curtail irrigation when rain has occurred within the last 24 hours.

 

  • Hand watering and micro-irrigation of plants (other than lawns) is not limited to days of the week but is limited to the minimum necessary and to the permitted hours set above. 

New Lawns and Plants

  • New lawns and plants have a 60-day establishment period and are exempt from the day of the week restrictions but are still restricted to the allowable hours outlined in the first section above.

 

Reclaimed Water

  • Currently, there are no restrictions, but the City may, in its discretion publish a schedule at a later time if necessary. 

MAILBOXES


Southern Dunes Master Community has a pre-approved mailbox. If you your home does not have one or needs to have one replaced, please contact Beautiful Mailboxes the order form in located in the Documents Library. 


Mailboxes that do not conform to the approved will receive a violation notice.


If the mailbox has been removed remember to remove the pole as well if it is a single mount bracket.  


St. Augustine Residents:


Mailboxes are not permitted in front of the property. Mailboxes are located at the pool cabana in front of the restrooms. If you do not have a key to your mailbox, you will need to visit the Haines City Post Office with proof of residency to obtain your mailbox key.
